Purchasing an RTO

Due Diligence

If you are looking to purchase an existing RTO, consider booking a due diligence report first. The report will give you an insight into what you are purchasing, down to the detail, the currency of information and the risks. The turnaround time is quick (2 days), as long as there is access to the RTO’s evidence.

Cost: $1440 plus GST for a report and investigation.

Change of Ownership

After purchasing an RTO, you have 90 days from the date of transaction in order to advise ASQA. The change of ownership application is a formal process where the purchaser needs to provide ASQA with key documentation such as:

• Fit and Proper Person Declarations
  
• Business Plan
• Financial Viability Risk Assessment
• RTO Self Assessment documentation
• Formal business certification

Cost: $1850 plus GST to assist with the financial tool, self-assessment document, Business Plan and co-ordination of everything including lodgement of the application.
ASQA take approximately 3 weeks to approve or schedule an audit as a guide.

Change to Scope

Once the change of ownership has occurred, the new owners can amend the registration details such as:

• Name / address / phone contact details of key contacts
  
• Add qualifications / units of competency to scope
• Remove qualifications / units of competency from scope
• Add / remove states for delivery of courses
• Add / remove training delivery sites

It is the responsibility of the CEO to ensure these details remain up to date and current.

Additions to Scope of Registration

If you are planning to add qualifications and/or units of competency to your scope, you need to prepare for it, prior to submission of the application. Key items to prepare are:

• Training and Assessment Strategy (TAS). This is detailed document outlining the proposed course, the target market, the units of competency, entry criteria, the delivery methods, training locations, delivery plans and all other detail that supports the course. The cost to produce a TAS starts from $850 plus GST depending on the detail and associated courses.

• Trainer / Assessor file(s) clearly identifying the qualifications, experience, currency and professional development that compliment and align with the planned additions to scope
• Training and Assessment resources and equipment. This includes the learning and assessment tools (digital or paper-based), and any supporting equipment that is required to support the learning

The costs to produce one TAS, quality check the trainer / assessor file and training resources and complete the online addition to scope application, pricing starts from $1210 plus GST.

Ongoing Compliance

It is the responsibility of the RTO to maintain compliances against the standards for RTO’s. 
It is recommended to conduct an internal RTO self-assessment once per year and review it quarterly or every 6 months. The internal assessment gives you an opportunity to review your RTO documentation and processes against the expected minimum standards for RTO’s.

The time and cost to employ an experience VET industry consultant to guide you through the ongoing compliances of operating your RTO is recommended as 2 days per year at $1620 plus GST per day. The 2 days is treated as a complete health check of the business, against the standards for RTO’s, and improvements are documented as recommended.

As a result of the compliance check, if there are documents that need to be updated or re-written, these will be discussed and quoted separately depending on the extent of the work required.
